Frame sets are client side structures. PHP is server side.
The only solution is to have the PHP spit out some JavaScript that makes the client manipulate the frameset. Thus, you'll be better served in the JavaScript forum.
As for PHP, it's just printing out the appropriate JavaScript code. PHP itself can't do anything like that.
