PHP include is displayed special characters incorrectly

I'm working on a translation of my website and am using many includes. However the 'news' section at the bottom of my homepage is an include, just like the header and footer, yet it is not displaying the French character code correctly.

The page:


Displays all the characters correctly until it gets to the 'news' include, which is where the news in yellow boxes appear. Both files sit in the root directory (index-fr.php and news-fr.php).

Any clues?

I don't speak much French, but which character is showing incorrectly? I see the << and >> characters, but don't see anything else that appears to be incorrect.

<< and >> have character codes &laquo; and &raquo; respectively.

sauf que le format (les liens) a l'air foutu, le site semble ok a moi aussi. c'est souvent une question de font.
