PHP IE 7 problem

hi guys ,
i don't know whether this is IE7 or PHP .
my intranet application was running fine untill IE 7 came along.
now the pages doesn't load with the CSS styles. but after some refresing the page everything is back to normal.
does anybody have encounterd this problem please help
