I'd read reviews that said Elements is basically the same as Photoshop and that it only lacks advanced stuff that you'd need for commercial printing, eg colour separation.
I don't have much experience with the program but I've been told that, for instance, you can't create layer masks (or at least not in the simple way you can with Photoshop), so it may be a bit more limited than the reviews would have you believe.
It contains some tools which Photoshop doesn't appear to, such as a Red Eye brush (for correcting photos), a Panorama tool and Web Album creator.
However, although it optimizes images for the web I've not seen any mention of tools such as image slicer or rollover maker.
Personally, I'd recommend Paint Shop Pro (or Photoimpact) for ease of use, range of features and decent price.
