Photoshop-CS2-Cropping Tool

I am having problems with my Cropping Tool in Photoshop CS2.
The tool allows me to drag to start the cropping, however the box that appears after dragging is a small box. When I try to drag the resizing boxes, Photoshop does not allow me to do so. Is there a setting that should be changed?

...with the crop tool selected, in the top options bar, are there values in the width, height or resolution fields? If so, click clear (far right button) so no values are visible...
