Hi,
If you are running CS and have it cracked to get rid of the activation then you will find NONE of your shortcuts will work. One of the crack files screws up the shortcuts.
If you do have this cracked then here is not the place for you answers. Support the software and buy it.

If you do have a legal version, then the other solution from Adobe is to make sure you have updated keyboard drivers.
However, the prime cause is using pirated cracked copies. You can ask for help from Adobe to fix the crack by emailing piracy@adobe.com, they will be glad to hear from you.
When in doubt, deny all terms and defnitions.

One other thing that can cause keys (especially crtl and alt) to appear not to be working is a resident program that steals keystrokes. One such popular program is the IM app Trillian.
