Photoshop and Windows 98 VMM

I setup my rig to have the ultimate swapfile. The first defragged partition on a second physical hard drive. However, when I run Photoshop I get a VMM error stating that there is not enough virtual memory.

The partition is 500MB and the min and max are both set to 500MB.

Any ideas how I can use this VMM setup and Photoshop without any conflicts?
