Photoshop 7 (PC) Crop Command disabled

I have been working with PS 7 (PC) and my Crop command from the Image dropdown menu is greyed-out. The crop tool in the tool bar works.

What happened to the drop command and how can I restore it? I can't find any help in the PS& help section.

...image > crop only works when you have created a marquee selection or have a live selection (aka running ants)...
