How do you rotate a selected part of a graphic (not the whole graphic)

Use the lasso/marquee tool to select the portion you want to rotate and then choose edit->transform->rotate.
 
Use any marquee tool you wish to select your area.

Then you can use 2 different ways to do this:

Then you can goto EDIT|TRANSFORM|ROTATE and use that method for exact angle measurements, and you can also put your cursor and the corner and rotate is manually.

BUT

The method I like to use the most is Free-Transform.
You can enter in the exact rotation angles and put your cursor at the corners and rotate it manually and to get free transform you simply press Ctrl+T. Or you can goto EDIT|FREE TRANSFORM. I like this method the best because I like to use keyboard shortcuts and it is so much faster to do.
