photo image - how to bring in gradually - bands or sharper and sharper

I see photo websites where the photo size may be 7 by 5 image, and comes in one of two ways: A band at a time from the top, each band about a half or quarter of an inch and perfectly sharp. In the meantime the rest of the web page is in and readable. The other way the entire photo comes in at very low quality, the rest of the page is readable, and the picture gets sharper and sharper. How is this done, and can it be done easily with Frontpage2002?

this also can be achieved in how you save the image.... I forget if is the interlaced or something else... maybe someone else can add to this.
