msxml4r.dll, get the Locked file message when installing phone manager sometimes, what is this file? Happens on clean install pc's as well as existing pc's

MSxml4r.dll is used by Phonemanager to access the PM profile information. It is a Microsoft provided file and is usually installed on most later OS (i.e. W2000 and XP with service packs)
If it is locked, it means some other process is uising it to access aa XML source of some kind. It can be safely ignored on install and should be left in place if uninstalling
