Has anyone used a wireless phone terminal that would allow cellular phones to connect to and then be transfered to voicemail. The reason being is free cellular to cellular calls and it would save $ on airtime. Is it leagl????

Sounds like Avaya's EC500 might be what you're looking for.

If you are cellular based on GSM there is stuff on the market that can hold a GSM SIM card and converts to loop-start or ISDN-BRI.
Basically you would have a trunk gives acces to the GSM cellular network.
