phone works at switch- has dialtone at desk but cannot make calls

we had a phone extension we thought was on a bad port.
we moved it to another port, but now what we have is that although i can connect a phone on the port at the switch and dial out and receive calls, when I go to the persons desk the phone has dial tone but cannot dial out and cannot receive calls.

what could cause this?
I havent seen this one before.

if the only differance is the station wire, it;s the station wire.. but i've never had that problem.. in over 40 years in the field

nortel meridian 11c, analog phone, I know when I do LD 11 i have to put in 500

500 is analog.. if the station itself is old, it could be reversed.. that would stop outbound.. i think i would have to get a tone on that or a test set on the port and the set at the same time.. it sounds like your not on the right port... that can cause both problems... and analog commands are ld 10 type 500.. in case you need to see the manual commands
