SIP support started in Release 4.0 with the NRS. Since that time you were able to add a 3rd party SIP phone as a SIP User endpoint in the NRS.
You need to make sure you have the current DEPList loaded on the Signaling Server to disable the Vendor ID checking for SIP endpoints. The phone needs to support SIP Redirect, and that may in fact limit the brand of sets since not all sets support this feature. In Release 5.0, with the NRS running on a Linux COTS server, you can run the NRS in SPS Mode (SIP Proxy Service). When in thi smode, the phone is not redirected, it is run through a proxy therefore you will have a better chance of getting a set to register and be able to call.
