Phone rings but will not go to VM

We have compared other users programming in the system, and can't find out why this particular phone just rings and will not go to VM. I have installed a greeting. Thanks for the help

Just to be sure... Voicemail is enabled for that user? Or call forward to VM is active?

If this is VMPro, look at the user in the VMPro Client.
Is it disabled? (Sort of greyed out, cursive letters)
If so, right-click and enable again.
