Phone rings bsy, won't go to VM

Okay, so I'm feeling particularly dumb today because I used to know how to fix this...

Customer has 2008 set. She has her main DID number on key 0 and a rollover number set up for key 1. When she is on key 0 (line 1), a call comes in and should go to key 1 (line 2). If she doesn't answer on line 2, it rings 4 times and goes to VM. Also, and I think this works, if she doesn't answer her primary DN, the call will go to VM after four rings.

Customer says that when she is on primary DN, the caller gets a busy signal. So I want to make that go to "line 2" instead so callers don't ever get a busy.

Can anyone tell me where I went wrong? I am using MAT, but also do some work on the terminal, so I understand the loads, etc.

add to the cls prompt HTA and FNA.
also make sure lhk is 1.
I think that should do it.
 
Nortellian is correct, but besure FDN & MWK is pointing to you Voice Mail.
