Phone Restricted

I give up,I have a customer with a partner ACS 3.0 that was put in a few years ago. The problem is extension 13 is restricted some how,and it is not suppose to be.All the setup says its unresticted. I've checked the restriction of the phone #401 and it says its unrestricted, I've checked the line restrictions #302 of X 13 and no restrictions, Ive checked disallowed lists and no entrys there. I powered down the system and that done nothing. I connected the phone directly to the port and its still restricted. I moved the phone to a different extension and it works there.This is not a pooled system, all lines appear on the phones, I get dialtone but when I dial from one of the lines it goes to the intercom, this is the only phone with this problem.If someone can tell what I forgot I will truly appreciate it.

Are you picking a CO line to dial, if so when you dial does it start ringing to an ext after the 2nd digit?
 
I agree with cvrbob. I bet it is forced account code entry set for the extension as stated above
 
In answer to allisland, yes Iam picking a CO line and try to dial. As soon as I dial it goes to intercom.
I didn't look at the account code I will try that next week,also will try the #399.
I appreciate everyones ideas. Bill
 
Many thanks for the suggestions,I looked at #307 and there were no entries, I also tryed the #399 and niether of these remedied the problem.I guess the next step is to default it.
