You can list ip-codec to see a list of codec sets defined in CM.
You can change ip-codec 1/2/3/4/5/6/7 to see which settings are administered for each codec set.
The codec set chosen for a call depends on ip-network-region configuration which is too lengthy to get into in one post. Suffice to say, it defines modem/tty/fax and v150.1 settings.
You say VIPER, so I immediately think of v.150.1 - a kind of modem negotiation between secure endpoints, and as such, I'd recommend reading this document:
As far as Avaya Aura is concerned, nothing implicitly "blocks" any of these calls, but you do need an appropriate system onfiguration for it to work right.
