Hello isn't the VPS the system that blocks any call that has a modem tone like a FAX or VIPER phone going secure?
 
I have no idea what a VPS service is.

You can list ip-codec to see a list of codec sets defined in CM.
You can change ip-codec 1/2/3/4/5/6/7 to see which settings are administered for each codec set.

The codec set chosen for a call depends on ip-network-region configuration which is too lengthy to get into in one post. Suffice to say, it defines modem/tty/fax and v150.1 settings.

You say VIPER, so I immediately think of v.150.1 - a kind of modem negotiation between secure endpoints, and as such, I'd recommend reading this document:
As far as Avaya Aura is concerned, nothing implicitly "blocks" any of these calls, but you do need an appropriate system onfiguration for it to work right.

What are you trying to do? Make SIP VIPER phones talk thru CM?
