If I have a phone with either local power or PoE and the power fails, would the PC connected through the internal switch still have connectivity?

I believe no. no poe, no switch.

No. There would be no power to the switch inside the phone.

Customer had heard that it worked. Just tried with 7911G, 7961G-GE, and 7970G. Nope.

The PC will work if the phone is not registered but not if the phone is not powered. Used to be that the phone had to be registered.
