Add CLS FNA ( Call Forward No Answer Allowed ) and everything should work.
Right now it should Hunt to voicemail (go to voicemail when the line is busy). After adding CLS FNA it will follow the number specified in the FDN prompt (also voicemail) after four rings.
your FDN and HUNT are already pointing to voicemail. These prompts are for internal calls. EFD is for external forward no answer and EHT is for external hunt. you're all set once you do the changes i posted last time.
Turn off the FBA to FBD.

FBA Call Forward Busy Allowed
This feature sends DID calls encountering a busy
condition to the attendant. Call Forward Busy should
have Hunting and Call Waiting denied, CLS = HTD and
CWD, since Hunting and Call Waiting take precedence
over FBA.
