Phone Manger Lite on win98

Should phone manager work on windows 98 first edition? (and second addition)

I keep getting error message when trying to run this.

 
Documentation states it should
Minimum PC specification for Phone Manager:

Pentium 266Mhz or above with 64MB RAM running Windows 98, ME, NT4 (SP6), Windows 2000 (SP2) or Windows XP.

Sound card if audio features are required (PC ring on answer, CLI specific wav files).

50MB of free disk space
 
This program has performed an illegal operation on wn98 first edition.

On some other with win98 SE, the audio mixer is unavalible message everytime phone manager starts.
 
The audio mixer message is standard on any PC that does not have a soundcard. Not sure about the illegal operation error. Is it an option to try re-installing the OS on one of the machines to see if it's something they have loaded that's causing a problem? If it works on a clean build, add their apps one at a time and retest phone manager between each install till you get to the problem app.

I would also recomend moving to win 98SE or Win 2000 if possible
