Phone Manager with R 9.1.4

Any suggestion is appreciated

Hardware = ipo 500 v2
Version = 9.1.4
note = system is upgraded from R 7 to R 9.1.4

problem = when i m installing the phone manager it gives an error " user list is not retrieve " . and is i enter manually its not connected to ipo . Whts issue ???
