Which error message is this?
Do these users have stale or locked sessions?
The SPServer.lock file appears to have 2 states (there may be more) one with the fiel size of 1 Byte and containing a Null character and with a file size of 8 bytes and containing a the word Exiting and a Null character. I have tried locking the file and then PM fails badly.
It suggests to me that the issue relates to multiple accesses of the SPServer.lock file stored in the user's profile. So unless you have *all* your users storing their profiles in the same place... yo have 2 processes (and so probably user sessions) trying to access that file
