Can I upgrade the phone manager pro clients, then do the units later? Or is the phone manager the same as 2.0? How about the IMS client?

You don't mentioned the software in the IPO.
Given that it is 2.0, there is no problem in using a 2.1 Phone Manager. I have run that setup at customer sites quite some times.

I've even run 2.1 phone manager on a 1.4 system, works fine but you can't select who gets lite or pro licences it's reduced to first come first server if they want it or not.
