Phone Displays No Service

We have a ShoreTel switch in California and had two working phones off this switch in Massachusetts. We recently changed to a new ISP in both locations and now the phones in the Masschusetts office display No Service. The phones can be pinged from the Santa Clara switch. We contacted our PBX vendor but they have not been able to resolve. The PBX vendor had us clear the phones and manually reprogram but this did not work. Can anyone point us in the right direction to resolve this issue? Could our Network Engineers made a change on the fire wall or routers to cause this when we changed to the new ISP. Any help will be greatly appreciated.
 
Do you know if the Shoretel server/Shoregear switch can be pinged from the network the phones are assigned to? The phones use MGCP and FTP to register and RTP for other IP traffic. It sounds like they are unable to register to the Shoregear switch that the server is assigning them to.
