Can you change a 3904 phone to a 3903 without having to out the phone and rebuild?
 
That really depends on what you're trying to do???

If you intend to keep both Phones and replace the 3904 with the 3903, you can build the 3903 to a new TN and the Swapp the TN's. If you do not intend to use the 3904 anymore, why would you keep it in the system?

So if you do not need the 3904,you can do the following;
1. Build the 3903 on the new TN
2. Out the 3904
3. Move the 3903 to the TN you outed the 3904 from

If you intend to keep both phones, but the 3903 should go where the 3904 is then you can do the following;
1. Build the 3903
2. Move the 3904 to an Unused TN (MOV, Type 3904, TN, TOTN)
3. Move the 3903 to the 3904's old TN
4. Move the 3904 from the Unused TN to the TN where the 3903 was built.
