Is there a way in CM to take an analog phone running through an ATA into the switch and make it so that when that phone is picked up or taken off the hook, that it will dial an extension in the office?

Assuming it is running SCCP you can. Put the extension in a partition that has a translation pattern that translates a blank pattern to another number.
