This is to update anyone on this error. Turns out this was caused by the drum pre-heater not working. Xerox replacement part is around $220.

BTW, the number after the : is the copy count so that number will be different on all printers with this error. The important numbers are 15,004:45

After checking into this fault I found that it was caused by 2 each 150 watt halogen bulbs in the drum pre-heater had blown out. I removed the pre-heater, removed the bulbs, and found replacement bulbs at Home Depot for $4.99 each. Total cost to repair, $9.98 + tax.

The repair was simple, easy steps to follow to get at the pre-heater and remove it. Pop the blown bulbs out, slip in the new bulbs (careful not to touch the glass on new halogen bulbs, don't want to put any oil on the glass), put it all back together and it's fixed.

You might see some info on this site about specific GE bulbs but halogen are halogen and Home Depot had an exact match for the bulbs.

Who would have thought to go to Home Depot to get repair parts for your Xerox Phaser 860 printer.

I was having the same problem with my phaser 860, but having found out how emxpert got his working i tried the same thing but putting a floor heater close to the printer switched the printer off for 5 mins and then on again leaving the heater on (pointing towards the printer from the right hand side of the printer) and when the printer when through it's warm up cycle it was fine.
So it worked, meaning that it is the halogen bulbs that eed to be changed with in the drum of the printer.

Where are the easy steps to remove the heater. I would like to try this but cannot get to the halogen bulbs.
 
I opened up the Phaser 860 and sure enough, I found two bulbs that are burned out. I called a lighting fixture store in tacoma and they carry the bulbs for about $5.00 a piece. That's way cheaper than a $220 heater drum.
