Phaser 850 Ink Smears

We have started getting ink smears when using postcard stock. After using the clean smears function in the menu, the printer clears up the smears for about 5 sheets, and then it starts smearing again.

I downloaded the PDF files for cleaning the printer and noticed that one of the clips that hold it on is broken. Would this make the printer smear?
