This error indicates the drum preheater is not warming up at all. Either both bulbs are burnt out, the preheater is bad or the power supply has a problem. On some of the preheaters the contacts would burn down so there wouldn't be a connection to the bulbs in this case you need to replace the preheater assembly. Later
The 16,004.46 error indicates the paper preheater is not heating, this is different that the drum heater even though the drum heater and paper preheater are part of the same assy. Replacing the bulbs probably will not resolve your problem unless you are getting a 15,004.45 error. There is a possibility the power supply could be a problem, its either that or the preheater assy itself.
