Phaser 850 DIP settings and Blinking Lights meaning

Does anyone know what the 4 DIP switches are used for on the back of the main board, as well as what the meaning of the blinking lights. (how to translate).

Is there a service manual that can be purchased that would disclose such information as well as other pertaintent service information?

I did, but the manuals / downloads there didn't explain anything about actual service information. (something that a repair tech would use.)
