Phaser 740 laser toner filling waste tray spotting print

I have a 740 that is leaving dots of toner on the printout. The dots are random and are coming from a pile that forms along the transfer roll above the waste bin. I have three of these printers, and now I have this issue in all three. The test pages come out with horrible multicolored spots and lots of these dots. When I follow with a normal b/w printout, the random dots of toner are a lot less. If these weren't so heavy I would toss them out the window.
 
Xerox toner?If the waste tray is filling up quickly, you simply have bad toners. Just because they are new does'nt mean thay hav'nt been dropped,and cracked along a seam.
Maybe the fuser is going out, and not getting to temp.

We are in a non a/c environment. Would this effect the toner? The printouts were very clean until BAM! the three units were producing spotted results. After cleaning the cavity where the imaging unit is, the cyan toner was being dropped on the transfer roll. I assumed ambient light effected the imaging film. What puzzles me is why the debris does not end up in the waste tray and not on the paper.
