Phaser 7300 reseat, replace toner bulletin

I have the service bulletin SB 730 for the phaser 7300 replace or reseat toner problem.

The bulletin refers to replacing the top inner cover assembly part number 116-1548-00.

I am about to order this part but I just noticed this is the exact part number which is in the service manual and therefore makes me believe that the service bulletins part number is NOT a modified updated version on the top cover inner frame assy. . . . ..

Can anyone shed some light??
