Phaser 6300 toner smudge (with pictures)

Hi, we have a phaser 6300 that the RED toner repetitively shows over and over. we've already tried replacing the red toner and the problem comes back. i want to know if replacing the imaging unit will fix this or if there might be something wrong with the device releasing the toner?

obviously if you add images or text to this, that will print fine along with this issue.
and i've already tried the 'remove print smears' option on the printer. if i do 9/10 pages of this, the smears go away....but as soon as you start printing real jobs again, the red comes back in full force.

Looks like the cleaning blade is not working. Developer is shot, replace. It is possible that you have a bad new toner
return it as defective. H/V may be going out. Check all contacts for the toner.
