phaser 5400 banding every 3.75 inches

i have a xerox phaser 5400 on which i have replaced the toner cart, the fuser assembly and the btr transfer roller. i was sure that in replacing all of these components, i'd be getting great prints, but my problem has persisted...

every 3.75 inches i get a speckled white band through my image. there is no marking on the print where the page is blank, only in the image area.

any suggestions?
