Phase1 i2004s on BCM 4.0

I have a funky problem with a customer's BCM400 R4.0 and phase 1 i2004s. I'm trying to hook up the phase 1 i2004s and they won't register to the BCM. I can hook up a phase 2 with no problems. The BCM is patched up to whatever was released 6 months ago. The phones are using power bricks and will not work, regardless if I use partial or full DHCP or even static. I'm also using port 7000. Is there another patch that I'm not aware of that addresses this problem or is there something else I'm missing or can try.

Thanks for the reply. Can anything be done about the firmware? I know I can force an firmware update once the phone registers but if the phone can't register, then what?
 
If you have an older BCM with Rel. 3.6 you can upgrade the firmware of the phones... after they got the first new firmware they will upgrade on the BCM 4.0 as well and you can use them... I guess a CS1000 will also work to update the firmware to a newer version....
