phantom-user extension 1

I am a new administrator and I am trying to figure out what "phantom-user" extensions are used for. I have 3 digit phantom User extensions but the rest of my dial plan is 4 digits. They all route to the attendent

Sometimes "phantom" users could refer to a user who only has voicemail on the system and do not have a physical phone. Is there an x in the port? Also check in the voicemail to see if there is a a matching voicemail extension in the voicemail system.

They are most likely attendent park orbit DN's, do disp cons, and look at the bottom of the page
