Phantom ring when disconnecting 1

I have a client, Partner ACS R6.0. When he hangs up the telephone on an outside line call he gets a phantom ring at his extension. Defective station port?

Does this happen when using a test set? What do you hear on the line if you monitor it with a test set? When you answer the line what is there?
