Phantom number forward to Cell Phone

I am trying to forward extension 8000 which I created in WABE to a cell phone. I am receiving the following message when trying to save the changes.

Have you tried ringing the extension 8000 and what happens

I can't see what the message is you are getting...
I create a phantom extension and then forward it ADD-ACTDA:STN,80000,FWD,STATIONV,CFU,GEN,VCE,91NXXXXXXXXX; and calls to this number now ring to the external number.
