Phantom Extension Numbers / TN's/ Option 11C

Greetings to all.
I have a scheduled move coming up where they are moving 18 people out of my office to another facility. In turn there are 15 new people moving back into my facility. Because of mailbox limits on the Call Pilot system here I cannot keep the 18 people on the system and accomodate 15 new users. My thought is to have the people moving out set them up as a phantom number in the system and call forward to their new numbers.
My main question is, are there any limitations to the number of phantom extensions that can be programmed on a system ?

the phantom will count against the number of TN lisences you bought from Nortel, if you have enough of those you should be OK.
 
Out the phone and make an ACD with the old Dn and use NCFW to there new number, this way you don't use up your TN Lic's.
