3300 4.2 SW Is there a way to create a Phantom DN so that there would be an entry on the Call Reroute form with out having to use an IP or Analog License?
 
Easily but what is the purpose as the method might matter.

One is to create a hunt group
Another is to create a key line.

Depending on your purpose, one or the other may be the better fit.

Either method is fine, but creating a hunt group may not be scalable as it eventually depletes a small resource pool. Creating a key appearance on some available host device is how I always did it, i.e., either on one of the voicemail ports (making darn sure to set *that* key as No-Ring) or else program up a phantom set with dual PKMs (yields 100+ available keys) - yes this too could someday become a resource issue, but less likely when you otherwise have need for a lot of hunt groups. (realizing the typical MFRD usually affords far more multiline sets/broadcast groups than hunt groups).
