PEStartPrintJob fails for Restricted User

I am trying yo generate reports using Crystal reports API
in C.For a user with administrative rights the program works fine , but for Restricted user,PEStartPrintJob fails and PEGetErrorCode returns PE_ERR_SQLSERVERNOTOPENED .
