Personalized Settings Freezes up on login

Hello to all.

I have a major dilemma. My bosses pc simply freezes after logon with the Personalized Settings window popped up. Message stating "Setting up personalized settings for: Microsoft Outlook Express 6"

I have stopped the application in Tsk Manager but the pc just sits there doing nothing afterwards.

Any help on this issue would be greatly appreciated.

Is he/she using MSOE? If not, uninstall it. If so, upgrade it.
