personalized menus not working?

i have enable both the 'personaliezed menus' in the start menu and in the internet explorer... why do the start menu and the favorites menu still show everything? aren't they suppose to show only the most-recently-used links and the most-often-used links? does anyone know how do i correct the problem? thanx!
