Whether I can start Personal Oracle 7.3 on Windows XP?

Whether it is possible to realize the following algorithm:
1. To copy on a hard disk base files with expansion .ora
2. To copy the catalogue oracle\bin
3. To execute changes in the registry manually
4. To start OSTART73. EXE ?
