Personal Information" menu bar to show up

I am using Mircrosoft Publisher and I want the "Personal Information" menu bar to show up.

This is the one I believe shows up when you first load Publisher. Is there any way to bring it up?

I don't know about a Menu Bar, but the dialog is available off the Edit menu.
