Personal CO Lines to go to voice mail

I searched this problem, but I'm still not clear on what to do. I have 2 Pers CO Lines that appear on 4 different phones (all phones show the same Pers CO lines).

Is there a way to make these 2 Pers CO Lines go to voice mail on a single phone. I'm using 4610 IP phones on a Definity G3si system.

- Personal Central Office Line (PCOL)
You can administer AWOH extensions with PCOL. If a call terminates at an AWOH
extension that does not have Call Coverage active, the caller receives the ringback
tone. The ringback tone indicates that the call is unanswered. If the AWOH extensions
has Call Coverage active, the system routes the call to coverage.

I have the coverage path to send the regular calls to VM. However, when the pers CO lines rimg, they just ring and don't go to voice mail. The calls to the extension number (example 1910) go to voice mail without any problem. Am I missing something somewhere??

I found a partial solution. Apparently you can not cover to cover an extension. (If anyone knows how please tell me) I set up a remote coverage path to bring the line out of the system and then back to the DID extension that the Pers CO line rings on and then the extension's coverage path brings it to VM.

However, the Audix VM greeting has very low volume. Is there a way to bring the volume up on this phone? The VM works fine for all other uses.
