Personal Call Manager Requires Administrator Rights?

I'm playing around with Personal Call Manager on Windows 2000 Professional. As usual with programs like this, it is giving me an error when I try to run it with only User rights. Runs fine as an Administrator.

I've given the User full rights to the program directory and moved the address book out of the program directory.

Anyone been down this street before?
