Personal Call Assistant and cell phone voicemail

When my cell phone is turned off calls will go to my cell phone voicemail rather than Call Pilot. Does anyone know how to force all calls to go to Call Pilot and not the cell phone voicemail? Thanks!!!

Call forward no answer your cell phone to your office number. And call forward your office phone to call pilot..
