Personal Archive in Exchange 2010 with SBS Fully On-Premises

I am looking to install SBS 2011
I am lookig to use A Fully On-Premises Small Business Solution.
I want to use Personal Archive in Exchange 2010
I have spoken to Microsoft who inform me I need to purchase part number
74P-00008 a hosted archive license even though the server is Fully On-Premises

Does anyone have any views/experience of this.

Can a Personal Archive reside on a Fully On-Premises Small Business Solution.

In any case how big can if be?

I'm sure the personal archive solution only comes with enterprise or as a hosted option.
